Its completely dependent on various things. The reason why Double Rainboom and Journey of the Spark were approved by Hasbro is because we were relatively formal about our letters to the company. The thing you need to know though is that simply having your project be Non-Profit isn’t really enough for them.
In order to get Journey of the Spark off the ground and approved by Hasbro, we had to swear to them that not only would the film be Non-Profit, but the film would be distributed for FREE. The project has to be used for the sake of free promotion for The Hub and Hasbro as a whole. If it involves using existing material from the property, that might be one reason as to why it didn’t get an approval.
It completely depends on what you’re asking of the company.
A while back, I got a message from an eager fan of Journey of the Spark going by the name of Aleximus Prime asking for the credits of some of the cast and crew of the film for a project he was doing for college. He stated that the project itself would not be affiliated with the official production, but holy crap I was NOT expecting something this amazing.
What he ended up creating was a fan-made credits sequence using vectors and music to create a credits sequence for Journey of the Spark. What resulted was something truly spectacular

Back in July, I met up with the voice actress of Twilight Sparkle and Fluttershy in Journey of the Spark, Meredith Sims, at the Happiest Place on Earth: DIDNEY LAN!!! Meredith happened be out here on vacation during that month with her boyfriend and his family and we decided to meet up. Why the heck am I posting this just now? Let’s just say that sometimes I tend to forget things VERY easily.

It could. But more than likely it won’t. We got in contact with Hasbro’s PR/legal department before we went into making the film and the answer they gave us was that so long as the film is distributed for free and no one on the project makes a profit from it, the film could be made.
